Message and order for the confirmation of the appointment of Lisa Tharp as a Primary Member of the Back Bay Architectural District Commission for a term expiring on December 31, 2028.

This enables the City Council to carry out its responsibilities while ensuring public access to its deliberations through adequate, alternative means.
